Hurricane Commerce and Global Cross-Border IQ (GXBIQ), part of the Citipost Group, today announced a partnership to integrate Hurricane’s global trade intelligence capabilities into Ascent, GXBIQ’s cross-border intelligence and orchestration platform.
International delivery is increasingly determined before a parcel enters the network. Product data, classification, country of origin, landed cost and compliance increasingly determine whether a shipment moves cleanly or becomes an exception later. If those decisions are wrong at source, moving the parcel faster does not solve the problem.
Ascent is being built around that shift. Rather than treating customs and compliance as an administrative step after booking, GXBIQ is moving intelligence upstream so that the right decisions can be made while there are still choices available. Hurricane provides the specialist classification and duty-and-tax intelligence; Ascent brings that intelligence together with GXBIQ’s routing, commercial and operational logic to turn data into a usable cross-border decision.
From transport to pre-movement intelligence
The partnership is not about adding another standalone tool or portal. Hurricane will operate as an intelligence service within Ascent. Customer and shipment data can be validated and enriched within the transaction flow, then used by GXBIQ to determine how a shipment should be priced, prepared, routed and handed into the appropriate delivery and customs network.
That matters for GXBIQ’s core customers – retailers and wholesalers – because international trade is becoming more complex while their customers still expect it to feel simple. The complexity can sit underneath the experience; it should not be passed on to the customer.
What Hurricane brings into Ascent
• Know what it is – Product descriptions can be validated and matched to the appropriate HS or destination-specific tariff classification, helping identify poor or incomplete data before it becomes a customs problem.
• Know what it will cost – Duties and taxes can be calculated before departure or at checkout, supporting delivered-duty and pre-paid models and giving customers a clearer view of landed cost before the shipment is committed.
• Know whether it can move – Destination-specific trade and compliance data can be used to support the relevant customs and entry pathway as requirements change, reducing reliance on manual intervention downstream.
• Put the intelligence in the flow – Hurricane’s API-first model allows the trade-data check to sit inside booking, validation and decisioning rather than becoming another standalone operational step.
What Ascent adds around that intelligence
• Decide how it should move – Ascent combines trade data with route, carrier, service and commercial logic so the customer receives an operational answer, not simply a classification response.
• Make complexity invisible – Retailers and wholesalers can connect into one GXBIQ layer while GXBIQ manages the complexity of the underlying postal, carrier, customs and technology partners.
• Intervene while there is still a choice – Ascent is designed to identify incomplete data, unexpected duty exposure and unsuitable routing before movement, when the decision can still be changed rather than managed as an exception at the border.

Predictability matters in its own right: a known cost and delivery promise is a better customer experience than a cheaper-looking transaction followed by an unexpected charge or delay.

• End customers – A simpler experience: fewer surprises at the door, clearer visibility of what they will pay and a lower risk of delays caused by missing or poor-quality customs data.

Why now
Regulators now want richer, more structured data earlier in the journey. In the United States, CBP’s Entry Type 13 test for qualifying international mail shipments valued at $2,500 or less is scheduled for ACE production deployment on 22 September 2026, introducing an electronic informal-entry pathway with requirements including merchandise description, country of origin, applicable 10-digit HTSUS classifications, value and duty data. A separate compliance date for certain postal formal-entry requirements follows on 22 October 2026.
Other markets are moving the same way. Cross-border operators can no longer tidy up customs data after taking a booking. The advantage goes to operators who get the data right at source and use it to make a better commercial and operational decision before the shipment moves.
Supply chains also need to be more visible. Customs authorities now ask who sold the goods, where the data came from and what evidence sits behind the declaration. Ascent connects that chain of information so customers can show what happened before movement instead of reconstructing it later.
GXBIQ and Hurricane will roll the integration out through Ascent, with USA, Canada and Australia routes prioritised first. Further destination and rollout timing will be confirmed as the integration progresses.
